Club maintains support for post-earthquake reconstruction in Sichuan following completion of HKJC-supported projects

Following the Sichuan earthquake of 2008, The Hong Kong Jockey Club pledged HK$1 billion towards seven reconstruction projects in the province. Following their completion, and with the earthquake-stricken area and its people entering an important stage of post-reconstruction, the Club is now focusing on sustaining its support through exchanges between young people in Sichuan and Hong Kong, supporting training in disaster prevention and recovery management, and by sponsoring scholarships and international forums. This follows the signing of a memorandum of understanding (MOU) last year with the Hong Kong and Macao Affairs Office of the Sichuan Provincial Peoples’ Government on ways to take forward the seven Club-supported projects.

Last week the Club’s Executive Director, Corporate Affairs, Mr Kim Mak, accompanied a delegation led by Chief Secretary for Administration, Mrs Carrie Lam, to visit Sichuan where it reviewed the HKSAR Government’s work in support of reconstruction.

One important outcome was an alliance between ‘The Sichuan University-Hong Kong Polytechnic University Institute for Disaster Management and Reconstruction and the HKJC Research Centre on Disaster Management’ (one of the Club-supported reconstruction projects) and academic colleagues from Hong Kong, Macao and Taiwan on ongoing co-operation in the field of disaster prevention. The institute is China's first education and training centre specialising in disaster management and post-disaster reconstruction.

The Seven Completed Club-supported Reconstruction Projects

  1.  Mianyang 3rd City Hospital HKJC Medical Complex
  2. rebuilt the crisis prevention complex measuring 20,000 square metres, refurbished 1,800 square metres of dormitory facilities and purchased 48 new items of medical equipment
  3. Sichuan Provincial 8-1 Rehabilitation Centre
  4. helped purchase equipment (rehabilitation vehicle), donate supplies (medicine) and provide training, rehabilitation and psychological counselling services
  5.  Sichuan HKJC Olympic School
  6. constructed a 12,000 square metre integrated training facility housing basketball, volleyball, badminton, judo, martial arts, taekwondo and integrated physical training stadiums
  7. constructed an outdoor sports ground measuring 40,000 square metres, a 3,800 square metre integrated academic building, student and staff dormitories, a canteen and other facilities measuring 7,000 square metres
  8. Mianyang Youxian Zhongxing HKJC Junior Middle School
  9. reconstructed academic buildings measuring 12,984 square metres, a 6,500 square metre sports ground and the purchase of facilities and books. Barrier-free facilities were added to assist disabled young people to enrol.
  10. Deyang HKJC No. 5 Middle School
  11. Rebuilt the school which has a floor space 58,050 square metres. The additional school buildings include an academic building, laboratory, canteen, dormitory, library and outdoor sports field. A new stadium measuring 16,000 square metres has also been added. The Club’s donation also made possible the purchase of 5,860 items of equipment as well as 157,500 books.
  12. Ya An HKJC Vocational College
  13. rebuilt the college, covering the provision of a new student dormitory, library complex, laboratory and training complex and sports ground at the Qingnian Road Campus
  14. the Club established a training and internship base in HK, Beijing and Yaan, as well as sending Club management and professions staff to work with the college to provide teaching and curriculum development.
  15. Sichuan University – Hong Kong Polytechnic University Institute for Disaster Management and Reconstruction  and HKJC Research Centre on Disaster Management
  16. China’s first-ever institute for disaster management and reconstruction. Club support covered both hardware and software. The hardware includes the campus with a total area of 25,500 square meters and six world class laboratories on disaster management which serve as a teaching, research and clinical training base for the institute.
  17. as well as funding construction of the campus building, laboratory and practicum sites, the Club also provided financial support for the first phase of education programmes.
  18. the Institute also served as the national centre for helping with relief for future natural disasters.

These projects are aimed at helping a broad range of people from different backgrounds and ages so as to bring maximum benefit to victims of the disaster. In addition, they focus on helping to re-establish vocational training, build expertise in disaster management and reconstruction, enhance critically-needed rehabilitation facilities, and strength reconstruction in the longer term.

Throughout the reconstruction process, the Club placed strong emphasis on both quality and cost control. By employing stringent cost control while maintaining project quality, and making good use of the Club’s experience in major construction and community projects, the Club was able to put its expertise to best use for the people of Sichuan. The Club engaged international project consultants and medical rehabilitation consultants, as well as Club engineers. They assisted local project managers and the Sichuan Development and Reform Commission in a number of areas, including the provision of professional advice in planning, designing, tendering, construction work, monitoring and acquisition of equipment to ensure the quality of construction.
